Urban Sprawl
Minimal local population growth gives good reason for the economies of government.
Only having to maintain and improve upon existing infrastructure and services and providing incentives for neighborhoods not to deteriorate keeps the cost of government in check. The government justification in encouraging urban sprawl is lacking. When you consider the necessary cost of maintaining existing government services, and adding the construction and maintaining of more infrastructure, lengthening the territory government service is provided spreading out is not worth the cost.
When businesses and population replaces and does not actually expand or even worst just relocates somewhere else further from the former central business district older sections of town deteriorate and ultimately taxpayer pay more.
